Yahoo! Answers: someone is using my social security?

I have recieved a letter from a government agency here in my home state arizona that there are 2 different people using my social security number. it shows their place of employment and the social they're using. I recently applied at a job and they are running a background check right now, is it possible that the people using my social committed a crime and it wound up in my record? can it also be possible that the employer will think im the one using someone elses social because after all how can they confirm who's it belong too. also where can i call/go to get this fixed?
